Because Tony asked about making a web site...and everyone should learn how at some point...
I'm putting some links to some great programs that have helped me make my web site/sites nifty.
First, I use FTP Explorer to upload files like my images to the Plutonian shore server, affectionately known as Lenore. It's Freeware!
If I chose background colors I use a clickable palette, or Boogie Jack's list of hex-codes. Just be careful with the palette don't move your mouse too fast or you'll get a headache. Actually a better choice of color would be a java page. On the bottom it gives you the actual code to get your page looking that way.

Allowed me to shrink the pictures I took for the USA Buffet and Mandy's Wedding and my Vacation down to a manageable size with a few clicks instead of a few hours.... Also Freeware! Is this a pattern?
If you've ever heard of bookmarklets, these are just SO cool. There is a whole page of bookmarklets that make things easier to write web pages. My favorite is the simple table code that allows me to make a great page of thumbnails.
And that's about all that I use in addition to straight HTML to write my page.
